In accordance with Title I of the National Affordable Housing Act of 1990, P.L. 101-624, and the regulations 24 CFR Part 91.250, the Township of Old Bridge hereby gives notice that it has completed its Consolidated Annual Performance and Evaluation Report for its Community Development Block Grant (CDBG) Program for the period covering July 1, 2020 through June 30, 2021. This report contains information including: 1) Summary of the resources and accomplishments, 2) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan, and 3) Evaluation of the progress made during the year in addressing identified priority needs and objectives.

Interested citizens are invited to examine this report and comment on its contents prior to submission of the report to the U.S. Department of Housing and Urban Development. This report will be available for review in the Old Bridge Township Municipal Building, One Old Bridge Plaza, Old Bridge, NJ, and on the Township’s website by clicking the link above.  The public review period is from September 8, 2021 through September 22, 2021.

Written comments will be accepted and can be addressed to Himanshu Shah, Old Bridge Township Business Administrator, at the same address and must be received before 4:30 pm September 22, 2021.

The Township intends to submit its Report to the U.S. Department of Housing and Urban Development on or about September 28, 2021.  This notice is issued in accordance with the CDBG regulations.


On or about Monday August 2, 2021, Old Bridge Township Contractor Zenith Construction Services, Inc. will begin construction to replace the Civic Center Amphitheater southern retaining wall & stairwell. Construction will take approximately 90 calendar days. Seven (7) parking spaces adjacent to the southwest corner of the Old Bridge Public Library, sidewalk at the rear of the Civic Center building, and the amphitheater will be closed during construction.  Please see the attached location map for construction area limits.  If you have any questions, please contact the Old Bridge Engineering Department at (732) 721-5600 Ext. 2302.


Building Rehabilitation

The Township of Old Bridge is ending the Construction Phase of the interior and exterior rehabilitation of the Main Farm House and the interior of the Stone Garage, CMU Garage and Barn.

Site Improvements – Phase I

Construction is set to begin in May 2021 and include:

  • Excavation, grading and construction of Parking Lots A, B and Employee Parking Area;

  • Stormwater management facilities, included but not limited to, drainage pipes and inlets, rain garden, excavation and grading of detention basin including construction concrete low flow channel, flared end section, outlet structure, riprap apron and water quality device;

  • Concrete sidewalk and curb, paver walkways, pavement striping, and signage;

  • Courtyard design of paver around the existing buildings;

  • Landscaping;

  • Irrigation and;

  • All associated work as per contract plans.

The storm pipe network in the vicinity of Madison Avenue and Darwin Road intersection, within the Hedy Heights residential development, collects and conveys stormwater runoff to an outfall pipe that discharges into an unnamed tributary that crosses Veterans Park.  The unnamed tributary flows westerly to a pipe system that eventually crosses under Middlesex County Route 527/Englishtown Road. Old Bridge Township Department of Public Works (DPW) on several occasions removed debris from the outlet pipe located in Veterans Park to alleviate flooding at Madison Avenue and Darwin Road. It appears that since the outlet was blocked it caused stormwater to back up in the pipes, creating the intersection flooding.  Our DPW staff jetted and videoed the storm pipes and found no structural problems with the existing pipes which supports the possibility that there is a capacity issue. In order to alleviate the flooding issues at the Madison Avenue and Darwin Road intersection, a bypass pipe system is proposed along Madison Avenue and Marlin Road. The Madison Avenue & Darwin Road Drainage Improvements Contract includes the installation of approximately 962 L.F. of piping and the installation of 3 new inlets along Madison Avenue and 5 manholes and 1 inlet Marlin Road. This will alleviate severe flooding at the intersection of Madison Avenue and on Darwin Road.

The CDBG Road Reconstruction Program includes the resurfacing of Maple Street (NJSH 18 to Marlboro Road) and Marlboro Road (Walmart Driveway to 0.6 miles south). This program will provide much needed improvements in low and moderate income neighborhoods.

This project is currently in the construction phase.


The scope of work includes, but is not limited to the following:

  • Renovation of the existing Courtroom to upgrade the finishes.

  • Expand the existing Courtroom dais (raised platform) to increase number of member chairs at the new council bench and provide barrier-free access to the dais.

  • All changes include modifications to the existing HVAC, Fire Alarm, and Electrical Systems to accommodate the new work.

  • Provide needle point bi-polar ionization in the three air-handling units that serve the entire building, located in the basement, and in the new court room supplemental above ceiling evaporator units located in the court room.

  • Provide free-standing, removable Plexiglas barriers to be located between all proposed seats at the new dais. 13 total barriers shall be provided.

  • Modifications to the Building Department Lobby and Administrative Area to create a new shared security vestibule.

  • Relocate the existing Conference Room.

  • All changes include modifications to the existing HVAC, Fire Alarm, and Electrical Systems to accommodate the new work.

  • Addition of Bipolar Ionization to HVAC system.

  • Upgrade to existing lighting, ceiling and flooring.

This project is currently in the construction phase.


The scope of work includes, but is not limited to the following:

  • The removal, partial reconfiguration, and replacement of existing plumbing fixtures, lockers, benches, lighting, and ceiling, wall, and floor finishes in the existing basement level Police Men’s Locker and Shower Rooms of the Old Bridge Township Municipal Building. 

  • The Police Men’s Locker and Shower Room Renovations work will be completed in one phase. Both the locker and shower rooms are permitted to be closed simultaneously.
