The Department of Community Development consists of the following divisions under the direction of the Director, Nicole S. Shapiro, PE, PP, CME:

• The Building Department/Code Enforcement who is responsible for the issuance of all construction permits and enforces all local and state ordinances for property maintenance, zoning and housing.

• The Planning & Zoning Department processes applications for private and commercial developments. It is responsible for maintaining current application files for public review in addition to keeping minutes and records of all planning board and zoning board proceedings. The planning department maintains the master plan, land development ordinance, zoning map and administrative files in accordance with Municipal Land Use Law and administers escrow accounts for review of development applications in addition to preparing planning reports and technical reviews for the boards.

• The Engineering Department consists of both an in-house staff and specialized consultants that provide technical advice and recommendations to the Mayor, Township Council, and all of the other Township departments.

Old Bridge Township is part of the Community Development Block Grant (CDBG) program which was established by the Federal Housing and Community Development Act of 1974, as amended (42 USC 5301, et seq.). Subsequent legislation and regulations (Omnibus Budget Reconciliation Act of 1981 - Public Law 97-34, and 24 CFR Part 570, Subpart I) allowed states to administer the program for smaller cities and counties.

In accordance with the Federal regulations at 24 CFR Part 91, the Township of Old Bridge prepares an CDBG Annual Action Plan yearly.  The Annual Action Plan addresses and contains Old Bridge’s Housing, and Non-Housing Needs, Objectives, Proposed Projects, and other required statements and includes the amount of funds which will benefit persons and communities of very low, low, and moderate income, as well as plans to minimize displacement of persons.  This program is administered by the Department of Community Development.

The Department of Community Development also manages affordable housing needs.  Old Bridge Township’s consultant, CGP&H, serves as the Township’s Administrative Agent for the Affordable Housing and our Home Improvement Program.
